The toothless CAA can’t get us justice

Useless. Shambolic. Inept. Toothless. If just one of the readers of my weekly column used these terms to describe the Civil Aviation Authority (CAA), it would be worrying. Yet time and again readers have written to me using those adjectives, and plenty more besides, to say an organisation that styles itself as a consumer champion for air passengers is virtually ineffectual.
